Hawaii County Governmental Operations and External Affairs Committee will meet April 2.

Notice is Hereby Given that the Hawai‘i County Council will be conducting this meeting via interactive conference technology (ICT) pursuant to Hawai‘i Revised Statutes §92-3.5. Council Members will be participating via ICT at the:

• Kona Council Office, West Hawai‘i Civic Center, 74-5044 Ane Keohokālole Highway, Building A Members of the public may also attend from this location.

Public Attendance via Courtesy Site is available at the following locations:

• Old Kohala Courthouse, 54-3900 Akoni Pule Highway, Kapa‘au; and

• Pāhoa Council Office, 15-2879 Pāhoa Village Road.

If a courtesy site is unavailable and/or participation is disrupted, the scheduled meeting will continue.

ORDER OF RESOLUTIONS

Res. 464-24: ADOPTS THE 2024 COUNTY OF HAWAI‘I ANNUAL ACTION PLAN FOR THE COUNTY OF HAWAI‘I COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS, AND HOUSING TRUST FUND PROGRAMS AND AUTHORIZES THE MAYOR OF THE COUNTY OF HAWAI‘I TO EXECUTE AND SUBMIT THE ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

The 2024 County of Hawai‘i Annual Action Plan describes the projects and activities that will be executed by the County to provide decent housing, suitable and safe living environments, and create affordable housing for low-income households.

BILLS FOR ORDINANCES

Bill 138: AMENDS CHAPTER 2, ARTICLE 7, OF THE HAWAI‘I COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO PLANNING

Requires the Planning Director to submit semi-annual reports to the County Council indicating those properties for which: (1) a change of zoning district ordinance has expired without completion of all conditions; (2) an initial time extension for the performance of conditions on the change of zone has been granted; (3) applications have been approved for zoning variances, subdivision variances, subdivisions, ‘ohana dwelling unit permits, nonsignificant zoning changes, approval of plans for telecommunication antennas, or additional farm dwelling agreements; and (4) the Planning Director retains exclusive authority to grant the right to build.

Bill 143: INITIATES AN AMENDMENT TO ARTICLE III, SECTION 3-2, OF THE HAWAI‘I COUNTY CHARTER (2022 EDITION), RELATING TO COUNTY COUNCIL TERMS

Initiates a proposal to increase the term of office for Council Members from two to four years and that Council Members could serve up to three consecutive four-year terms. Includes a provision allowing any incumbent County Council Member elected in 2024 to serve a four-year term, and then be eligible for election to County Council for two additional four-year terms.
