Prior to her role as Deputy Director, Kato served as the Supervising Deputy Attorney General of the Health Division, where she engaged regularly with DOH staff and leadership across various programs. Her experience in public health, coupled with her continuous improvement mindset, positions her as a valuable addition to advancing the department's mission.
Kato's professional background includes 17 years in private practice before transitioning to public health. She earned her J.D. from Georgetown University Law Center and her B.A. in English from the University of Hawai‘i at Manoa. As Deputy Director of Health, Kato will oversee various administrative offices within the DOH, including the Administrative Services Office, Health Information Systems Office, Human Resources Office, and District Health Offices.
