Hawai'i updates rules on hemp processing and product sales

On November 26, 2024, Governor Josh Green approved changes to the Hawaiʻi Department of Health's administrative rules concerning hemp processing and manufactured hemp products. The amendments to Chapter 11-37 include provisions for gummies and beverages containing low concentrations of tetrahydrocannabinol derived from hemp. Additionally, the amendments permit authorized hemp processors to produce crude extract from hemp biomass. Although this crude extract is not consumable, it can be sold to other permitted processors for use in manufacturing hemp products.

Chapter 11-37 outlines requirements for cannabinoid hemp processing and the sale of manufactured hemp products, focusing on public health and safety protection. It regulates processors handling hemp biomass into crude extract or preparing manufactured products but does not cover industrial hemp.

These updates are intended to support Hawaiʻi’s hemp farmers and industry by enhancing processing capabilities and expanding consumer product options while upholding strict safety and quality standards.
