Hawaii DCCA announces disciplinary actions against licensed professionals through January 2025

The Department of Commerce and Consumer Affairs (DCCA) in Hawaii, along with its state Boards and Commissions, has released a summary of disciplinary actions for January 2025. These actions concern individuals and entities holding professional and vocational licenses within the state. The sanctions are based on contested case hearings or settlement agreements reached by the involved parties.

According to the DCCA, these measures ensure that license holders maintain standards as prescribed by state law.

In the Board of Massage Therapy cases, Pathama Hennek, also known as Jaymie Path Waeonam, and Thai Aroma Massage Therapy LLC faced penalties for allegedly employing an unlicensed individual to practice massage. They received a $2,000 fine; Thai Aroma Massage Therapy voluntarily surrendered its license, while Hennek agreed not to supervise apprentices for five years.

Similarly, Jin Ji Wang and Sakura Spa LLC were fined $9,000 for allowing unlicensed individuals to perform massages. They agreed not to accept any apprentices for five years.

The Board of Barbering and Cosmetology disciplined Nail Story LLC and Wei Ping Zhang with an $8,000 fine for allegedly permitting unsupervised cosmetology practice. They agreed not to accept apprentices for three years.

On real estate matters, Gavin M. Ishikawa was fined $750 due to discrepancies in his licensing application regarding past complaints against him. Stanford K. Lanias had his license revoked following allegations of unauthorized compensation acceptance and contract dealings involving unlicensed contractors.

Ciara N. Quam was fined $2,000 following a complaint about managing a condominium without proper authorization. Grace O. Chiu received a $5,000 fine after engaging in unlicensed real estate activity despite failing to renew her license.

For contractors' licenses, Beyond Builders LLC and Rene A. Figueredo were fined $100,000 over multiple home improvement contracts where Figueredo was not residing in Hawaii or properly signing contracts.

Lastly, Pacific Decorative Concrete Inc., along with David C. Stratton faced a penalty of $5,000 under undisclosed circumstances across three cases.
