Hirono introduces bill to restore US funding for Palestinian refugee agency

U.S. Senator Mazie K. Hirono has collaborated with several colleagues to introduce a new piece of legislation aimed at restoring congressional funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). This initiative, known as the UNRWA Funding Emergency Restoration Act, seeks to address the humanitarian crisis affecting Gaza and the West Bank.

The proposed legislation aims to repeal existing funding prohibitions on UNRWA found in Congressional appropriations bills. It also directs the President to rescind an Executive Order that ended U.S. participation and funding to certain U.N. organizations. Additionally, it instructs the U.S. State Department to lift a temporary pause on funding for UNRWA and encourages Congress to allocate necessary funds for Fiscal Year 2025.

Senator Hirono emphasized UNRWA's critical role: “UNRWA plays a crucial role in providing essential social services and life-saving humanitarian assistance like food and medication in Gaza, the West Bank, and throughout the Region.” She added that reauthorizing State Department funding would ensure continued aid amid ongoing conflict between Israel and Hamas.

UNRWA remains pivotal in delivering essential services across Gaza and the West Bank amidst these tensions. However, its operations face challenges due to recent legislative actions by Israel's government which aim to terminate UNRWA activities in East Jerusalem.

In early 2024, allegations surfaced from Israeli authorities against some UNRWA employees regarding their involvement in attacks on Israel on October 7th, 2023. In response, those implicated were dismissed from their positions at UNRWA following an independent review by the United Nations which led nearly all countries that had paused their support of UNWRA resuming it after assessing its approach as more developed than other similar entities.
