DCCA publishes disciplinary actions for professional licenses through March 2025

The Hawaii Department of Commerce and Consumer Affairs (DCCA) has released an update on disciplinary actions taken within the state up to March 2025. These actions involve individuals and businesses holding professional and vocational licenses and arise from either contested hearings or settlement agreements.

The DCCA and relevant boards ensure license holders comply with state law standards. Among the cases, RICO alleges that a respondent was disciplined in Kentucky and failed to report this to the Board, possibly breaching HRS §§ 453-8(a)(11) and 453-8(a)(14). Another case involves a respondent with an unreported medical malpractice lawsuit, potentially violating HRS § 453-8(a)(6).

RICO also outlines a case against a respondent convicted of sexual assault, potentially breaching several sections of HRS, including § 453-8(a)(7). Carlos A. Smith, identified in Case PSY 2023-7-L, has surrendered his license voluntarily, effective March 7, 2025. Meanwhile, Kyle S. Doran was fined $750 for a vehicle operating under the influence conviction.

Certified Management, Inc., trading as Associa Hawaii, was fined $49,500, following the Commission's acceptance of the Hearings Officer’s determination of fact and law, found in violation of HRS § 467-7.

These disciplinary measures reflect the DCCA’s commitment to maintaining professional standards through regulatory oversight.
