Notice is Hereby Given that the Hawai‘i County Council will be conducting this meeting via interactive conference technology (ICT) pursuant to Hawai‘i Revised Statutes §92-3.5. Council Members will be participating via ICT at the:

• Hilo Council Chambers, Hawai‘i County Building, 25 Aupuni Street, First Floor, Room 1401. Members of the public may also attend from this location.

Public Attendance via Courtesy Site is available at the following locations:

• Waimea Council Office, Parker Square, 65-1279 Kawaihae Road, Suite 109.

Authorizes the Finance Director to issue a $250 credit to be applied to the August 2022 real property tax bill of eligible property owners, except for those who failed to pay any portion of due taxes, properties assessed at the minimum tax rate, or properties sold during the taxable year.

Adds the Parks and Recreation Hawaiian Paradise Park District Park – Fair Share project ($235,000) to the Capital Budget. Funds for this project shall be provided from Fair Share funds and be used for costs associated with planning, design, and an environmental assessment.

Bill 160: AMENDS CHAPTER 11 OF THE HAWAI‘I COUNTY CODE 1983 (2016 EDITION, AS AMENDED), BY ADDING A NEW ARTICLE RELATING TO AFFORDABLE HOUSING PRODUCTION FUNDING

Establishes an annual appropriation of at least $5 million per to year to the Office of Housing and Community Development to facilitate programs that support affordable housing production.

The appropriation of these excess revenues from prior fiscal year fuel tax collections is required to enable expenditure of the funds.

Increases revenues in the Real Property Tax Penalties account ($720,000); and appropriates the same to the Transfer to Disaster/Emergency Fund account ($240,000) and the Transfer to Public Access/OpenSpace Preservation Fund account ($480,000), to account for excess real property tax penalty revenue that must be appropriated into these special funds pursuant to the Hawaiʻi County Charter.
