Hawaii Department of Agriculture issues RFPs for beetle control projects

The Hawaii Department of Agriculture (HDOA) has issued a Request for Proposals (RFP) for community-based projects aimed at controlling the Coconut Rhinoceros Beetle. The application information for RFP-24-02-PI is available on the State Procurement Office website, and proposals must be submitted electronically to the HDOA by noon on June 7, 2024.

Another RFP, numbered RFP-24-01-PI, invites proposed projects from community non-profit organizations to eliminate the beetle in green waste, which serves as its primary breeding environment. Approximately $200,000 is available for such projects that manage green waste in neighborhoods. Five awards will be granted, each with a maximum of $40,000. Each project will be based on one of five islands: Hawai‘i Island, Kaua‘i, Maui, Moloka‘i and O‘ahu.

Green waste includes grass clippings, leaves, branches, hedge and tree trimmings, fruits and vegetables, palm fronds and other similar plant materials that can be composted. Proposals will be evaluated based on clear objectives, measurable outcomes and data collection methods to show these outcomes were met. Like the previous RFP mentioned above, priority will be given to community groups that have demonstrated concern about the Coconut Rhinoceros Beetle during public meetings or activities within the past year.
